You have to CHMOD the "shipainter" folder to something less restrictive. Your server isn't allowing people into that folder, so web browsers can't download the animation viewer.
I assume your server is using 644 as the default for folders, which is annoying but not unusual. Try using 755, like the pictures folder.

I'm able to view the animations of other boards, so do you think downloading special software would apply to me, or is it more likely I installed your board incorectly?
The version is Wacintaki 1.2.0
